A new report from the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine suggests changes in the processes for allocating federal funds for science and technology. The author of this Policy Forum, the chair of the report committee, describes the key recommendations of the report for a new way of budgeting federal investments in science and technology, why the committee urges the change, and the implications for both the federal budget process in the Administration and Congress and the future strength of American science and technology.
