Wellington, New Zealand--Four years ago, New Zealand reorganized its research establishment to give priority to studies likely to have industrial or social payoff. Basic research was given a relatively low priority, and academic research centers were squeezed. Recently, however, the government has swung the pendulum back a little by creating a new funding body for basic research, with a $4 million budget that is scheduled to grow to $15 million by 1997.
