Hayama, Japan--Last month, officials from Japan's Marine Science and Technology Center got the chance to display for an international audience their next claim to fame: the world's deepest drilling scientific ocean drill ship, with special equipment that allows it to drill into oil and gas deposits. The government seems willing to pay the $500 million price tag, but it wants help from the rest of the world in operating the vessel and providing it with sufficient intellectual capital.
