A massive, yearlong review of the U.S. AIDS research enterprise has recommended that it be given more independence from the National Institutes of Health. It says NIH should rely less on contracts, requests for proposals, and collaborations and more on investigator-initiated research, which should get approximately double its current level of funding. The flagging AIDS vaccine effort should be overseen by a panel of experts drawn mostly from outside NIH.
