Hong Kong--The upcoming transfer of control to China has made the British colony a magnet for researchers looking for economic and scientific links to the mainland. A heavy investment in new facilities, research funds, computer networks, and personnel is nearing critical mass in such fields as mathematics and telecommunications. In contrast, the strategy so far seems not to be working for biotechnology, where the lack of a research base is diluting the impact of a sizable capital investment.
