An independent panel being set up to review the value of a controversial U.S.-Russian project that involves sending monkeys into space hasn't even met, but a September launch date is forcing researchers to begin surgical procedures on the two animals. As a result, the panel has become another rallying point for critics of the $33 million Bion program, which seeks to gather a wealth of data on how microgravity affects humans.
