Federal research agencies are looking for ways to quantify their performance under a 1993 law aimed at making sure taxpayers get the most for their money. Officials are already beginning to tie their budget requests to the goals that their agency has set, but the hard part is coming up with metrics to chart their progress. Next week Congress will hear from six agencies in its first close look at how the law will affect the federal government's $70 billion research portfolio.
